According to http://www.openoffice.org/

OpenOffice.org 1.1.4 is ready for download. Our new stable build, it fixes bugs but does not introduce new features. For that, you need the 1.9 build, which previews 2.0.

So, 1.1.3 and 1.1.4 are merely bug fixed releases.  Minor updates are not very critical unless you want to upgrade to the 1.9 developer release, which is unstable.
