请问大家关于Proftpd的一些问题

1,小弟已经把Proftpd装好了,而且也可以通过小弟的IP地址访问到了,但是小弟修改了一下那个conf文件,再运行那个程序,就出现了下面这个问题
- Fatal: Order: directive not allowed in top level section.
这个到底是为什么啊?

2,别人只能访问到我的FTP,但是不能上传文件,请问小弟应该怎么修改这个conf文件,才可以让任何人都可以上传他们的文件啊?

小弟的conf文件如下
