Squid反向代理用80端口无法启动求解！

apache我已经监听了8080了，并且可以正常使用。
squid我让他用80端口他就是提示这个错误，问题是netstat -a 已经没有任何程序使用80了
为什么我用80端口启动squid就是不行呢。
