求助,安装glibc出错

我的系统是redhat9,目标板是赛扬400的,glibc-2.2.3,gcc-2.95.3,binutils-2.10.1 , linux-2.4.20.安装binutils和gcc都正确,glibc的make也没有报错.但是在安装时报错.我的命令如下:
make cross-compiling=yes install_root=${TARGET_PREFIX} prefix="" install
报错如下:
