edit /etc/inetd.conf
uncomment the line:
ftp     stream  tcp     nowait  root    /usr/sbin/tcpd  proftpd
to use proftpd

or
ftp     stream  tcp     nowait  root    /usr/sbin/tcpd  vsftpd
to use vsftp

then /etc/rc.d/rc.inetd restart, ftp is running now
