how to use the subversion that problem is i cannot import the file to reposito

i building a repository  and want to put the file(/var/www) into it,  

use the command line:

#svn add /var/www/

or

#svn import /var/www/


that response me a error message that is
"svn: '/var/www' is not a working copy "

how to import the file to my repository, somebody help me , please, thanks for assistance ..
