problem about quota

hf_linux

2.4.20 + reiserfs quota patch          :
see below :

user : hf_linux has used 10379 block ,but I still can add files in my home dir (as hf_linux) .why ?

hf_linux@SoL: /net_ftp: cd
hf_linux@SoL: ~: cat >> test
curiously enough. I still can create files on my dir.why quota doesn't prevent me?
