[HELP]Debian 2.2 vsftpd from ustc 500 OOPS:vsftpd:cannot open specified config

I get vsftpd from ustc using apt-get, the version of vsftpd is 1.0.0.2
but when I start it ,it says:500 OOPS:vsftpd:cannot open specified config file,and I know my vsftpd.conf is under /etc.
Thanks all you guys ,please give some clue.
