fcitx strange problem

I am using Debian testing and installed fcitx successfully.

I set the locale to zh_CN.GB2312 and add it to the gnome startup session.  Everything works fine. But I can't use CTRL+SPACE to activate the input method.

take mozilla as an example:
If an mozilla is executed from program menu, fcitx can't be activated. But if mozilla is executed from console, then fcitx can be activated.

What's the problem?
