help cannot display chinese correctely

there is some chinese words when browse a chinese page, but there is also a lot of "??",how to fix it?
i'm not root priority,
sun solaris 5.9
有的是中文，但有很多中文都是"???",big5码比较好,谁能告诉我怎么办？
