VMware 安装windows98的时候出现硬盘错误

想在linux中安装一个windows98，结果出现如下的情况：
用windowsME的iso镜象启动后setup：
　Please wait while Setup initializes.
　　Scanning system registry...
　　Cannot create a temporary directory.
　　If you have HPFS or NTFS installed on your hard drive， you will need to create an MS-DOS boot partition to set up Windows.

操作系统：FC6
VMware版本：VMware Workstation 5.0 build－13124

好像要创建dos驱动盘

win98 iso已经可以启动到DOS环境下了，就是setup windows的时候退出了。
这个时候就进行不下去了。
