I might be wrong , but it doesn't seem to be the right place, i checked the CVS repository, scim isn't there, available modules are:

scim-japanese/
scim-lib/
scim-panel-kde/
scim-tables/

just compiled the latest version from CVS, still can't activate SCIM, get this when run scim:

Smart Common Input Method 0.9.3

Loading simple Config module ...
Creating backend ...
Loading Server module: rawcode ...
    Loading Server Factory 0 ... : OK
rawcode Server module is successfully loaded.
Loading Server module: socket ...
Failed to load socket Server module.
