FTP端口问题

我用的是vsftpd的FTP服务器
开了外网端口9999 已经在服务器上做了9999的端口影射！
可是每次连接如下！

我在vsftpd.conf是这样写的：
vsftpd.conf
listen=yes
listen_address=192.168.1.222 这是外网的IP
listen_port=9999

vsftpd1.conf
listen=yes
listen_address=192.168.1.226
listen_port=21

还有为什么扫描不到外网和内网的21和9999端口呢？
