how to logon the internet when finished install.

I have read the handbook randomly.and now can logon net now.anyway thanks.
But have to tell how to: my internet access is adsl,and can not do the way you mention.
i got to boot from the Livecd and use the pppoe-setup in LiveCD situation and download the package with command USE="-X" emerge rc-pppoe, which can not install in chroot way in my /mnt/hdc4 in livecd situation. I have to download all the package and emerge rc-pppoe in  
my new gentoo system.

You shouldn't have problem to install the rc-pppoe on the new gentoo with chroot. What's the error message? Maybe you need to check the handbook twice.

or you can try to just download the rp-pppoe source and put it under your new gentoo's  dir, /usr/portage/dist, and again USE="-X" emerge rc-pppoe with your new gentoo

gentoo livecd give you a chroot environment to build basic gentoo system.
you basic gentoo system are half-baked(for example:you have not configure net.eth0 or rp-pppoe......)
