How to Use xcin or scim when gnome is running in english

Everything gose well when language is chinese.
But When English is selected,I can't use any input method.

Yes ,I downloaded the source and compiled them
(scim-tables-0.3.4.tar.gz,scim-0.9.4.tar.gz) Do I need install some other??????????????????

there were no trouble during compile and install.
