Invoke fcitx under POSIX locale setting?

I can't invoke fcitx by combine key ctrl+space, could anybody give me any clue is that possible use fcitx under POSIX or simply utf8 locale. I have searced the forum but find no answer. Thanks in advance.

Oh, I am sorry I don't make it clear, I don't wanna "export LC_CTYPE=zh_CN", or anything like that, I mean if fcitx can support all locale like scim,  which don't care about locale, but I meet a problem with firefox if I switch to scim.
