failed to configure my locale

hie, my system is Debian, kde3.3, kernel 2.22.
for using fcitx, I read the HELP documents.

As instructed, I edited my .bashrc, added three lines at the end of the file.
export LC_All=zh_CN.gbk
export LANG=zh_CN.gbk
export XMODIFIRES=@im=fcitx

then, reboot, but, seems something wrong occurred.
fcitx may be called out, but it is inactive, and I find no way to input any Chinese.

Then I tried to configure the locale of zh_CN, zh_CN.gb2312 and so so, all failed.

What is the matter?
