proftp的问题

我开机后用proftpd开启ftp服务，然后用ftpshut关闭ftp，之后再proftpd开启
服务，但是显示：
qwj - Failed binding to 0.0.0.0, port 21: Address already in use
qwj - Check the ServerType directive to ensure you are configured correctly.
该怎么办？每次都是重启才可以
