收ubuntu光盘需要交费吗？

我今天收到了ubuntu的光盘，送货的人要我5块钱，说是海关的检测费。但给的却是邮局买邮票的收据。
大家也是这样的吗？我是上海的。
尽管钱不多，但是感觉不爽。

每个国家的海关对进口的东西政策不一样。二楼在引用的时候不要断章取义

意思是说ubuntu不会收你的钱。但是海关要是收，他们也没办法。
