Please help to study the FTP and CVS server in Linux Server

Please help to study the FTP and CVS server in Linux Server (Fedora), we need to open it for customers but need to consider the security issue!

1.) Should User need Install Client Program?
2.) How to set Security Policy?  e.g. Password? Encryption? or Schedule?
3.) Which Program and Setup procedure?

1) 是(如是WINDOWS下用 WINCVS )
2) 用SSH +KEY方式在广域网上比较好.当然服务器端也可以做其它一些过滤
