Can't use fcitx in rh8 english edition

I set the English as default language of rh8 ,
And it seems that after
rpm -ivh fcitx.xxx.rpm   and
make a ln
the chinese input doesn't work.
how to do then?

好象是将LC_CTYPE设置为zh_CN.gb2312就可以了。
